Pizza and beverages were served. Bernie Goldstein, Chair, convened the meeting at 5:32 p.m.

Changes to the agenda - Katie Pierce added an item. Rand Link will come at 5:40 p.m. to present information regarding the Athletics Budget in response to a request that time be made available for a brief discussion item.

 

I. Approval of Minutes:

Approval of the minutes of the February 27, 2003 meeting was Moved Seconded and Passed. No corrections.

 

II. Proposal for Course Fee Increase: ENSP 375

Goldstein acknowledged Rocky Rohwedder who drew the group's attention to the predistributed proposal. The California Subject Matter Program requires a multiple-measure and certification of teacher candidates' competence in areas pf elementary school teaching. ENSP offers teacher candidates the opportunity to take an exam to assess subject matter competency. Evaluators also review writing samples and GPA. Costs to administer the exam now exceed the $15 fee charged to students. ENSP desires to increase the fee to match amount charged by the University of Missouri to score the exam, ($20.00).

Sue Foley noted that the ENSP exam includes an essay component and is more costly than the exam offered through Hutchins program.

It was Moved, Seconded, and Passed (unanimously) to recommend increase from $15 to $20.

 

III. Report from Group B

Reviewed idea to have voter information available at polling place - not campaign materials. Erik Dickson will be asked to see that voter pamphlets will be available for review (review copies but not distribution).

 

III a. Discussion Item: Minnich reported that Any Windfield, Social Sciences rep has pointed out to her that she is being asked to sign course fee forms without having time to meet with her School Advisory Council. Minnich is concerned about that and believes is may be the case in other schools as well. She pointed out that she had met with the Dean's Council and been assured that Advisory Councils would be convened. She asked the Provost to speak to the Deans to ensure that student reps have time to consult with their fellow students before feeling pressured to sign the fee proposal forms.

 

III b. Presentation regarding the Athletics Budget: Rand Link came to provide additional information about this Budget. He distributed a Fact Sheet for IRA Fee Referendum for March 25, 26, 2003, a detailed 2002/2003 Budget for Athletics program and a Policy on Course Fees.

Link referred to the Fact Sheet for IRA Fee Referendum for March 25, 26, 2003 that opens with information about the 1994 referendum and traces SSU's decision to participate in CCAA. The document describes compliance with CSU/CAL NOW consent decree, and other safety and personnel requirements that have caused significant increases in costs of the athletics program. He next drew attention to the list of general and sport specific fundraising efforts. Link reviewed spreadsheets showing athletics revenue and expenses in fund categories of State Support, IRA, and General (including gate receipts, advertising revenue, merchandise, concession sales and the like).

State Support makes up about 20% of the total available funds. Revenue exceeds expenses budget by only $847 including a $140,000 one- time State Support augmentation. Minnich said she was concerned that students were receiving confusing information about the impact of 2003/2004 budget cuts from student athletics campaigning on behalf of the referendum. Link confirmed that there will be an impact of $30,000-70,000, but it is not correct that athletics general fund support will disappear next year, as a result of the governor's budget reduction.

Link will send information via email to Minnich. She and Jamie will draft brief clarification statement based on Link's presentation and offer it for distribution.
