Chair Bernie Goldstein brought the meeting to order at 5:10 p.m. with all members present. Pizza and beverages were served.
I. APPROVAL OF THE AGENDA - Michael Litle requested that a discussion of the principals and criteria that guide decisions regarding IRA awards be added to the agenda. By agreement the agenda was approved with the item requested by Litle added to III.
II. APPROVAL OF MINUTES OF OCTOBER 4, 2001 - Minutes were adopted as presented by agreement of the full committee.
III. IRA PROGRAM - Larry Furukawa-Schlereth distributed a document showing the 2001-02 IRA budget as well as projected funding availability for FY 2002-2003. In developing the projections a 4% rate of inflation (based on Greater Bay Area CPI) and 4% increase in FTES were assumed. Appropriate adjustments were included for fee waivers and potential non-payment. IRA revenues are projected to increase approximately $85,000. $23,000 will be required for COLA adjustments to permanently funded programs, leaving an estimated $62,000 unallocated.
Rick Luttmann acknowledged the merits of the 3-year funding pattern, but suggested starting this year to implement a staggered award cycle so that one-third of the programs would come up for renewal each year. The committee debated the pros and cons of adopting such a strategy. No decision was reached. The suggestion may be discussed again further into the review process.
Furukawa-Schlereth drew attention to the Reserve shown as an element of this year's IRA budget. He explained that if no emergencies require those funds this year, the funds will roll forward to next year and be available for allocation on a one-time basis. It was Moved and Seconded that $36,000 (the current reserve) be retained as a reserve. Litle suggested setting a regular reserve as a percentage of revenues. As an alternative to establishing a fixed reserve, it was suggested that the committee simply recommend to the President that a prudent amount be held unallocated each year. The idea of using currently-reserved funds as seed money for new ideas was another suggestion. After debate the motion Failed with the Chair declining to cast a tie-breaking vote.
Next, the Committee took up the question of whether or not to open an application process or to restrict 02/03 funding to those programs already funded and/or eligible. In discussion it was generally agreed that currently-funded non-permanent programs should not be guaranteed funding. Rather, the full process of application for IRA-eligible status and competition for funding should be open to all programs, new or continuing. The Committee agreed that approach is most fair. It was Moved, Seconded and Passed (unanimously) to open an application process to new programs.
It was clarified that there are IRA-eligible programs that are not currently funded. Detour Sonoma, Environmental Technology Center, Fairfield Osborn Preserve and Project Censored were cited.
Pierce presented a draft timeline for the IRA process culminating in a recommendation to the President early in May. The Committee revised several of the dates and then endorsed the timeline. Most of the dates are flexible and the timeline will be used as a general guide.
With time at an end Chair Goldstein adjourned the meeting at 6:35 with the following matters pending: Criteria for recommending awards and YRO.
