Pizza and beverages were served. Bernie Goldstein, Chair, convened the meeting at 5:15p.m. He introduced Audrey Thorp, appointed by Associated Students to replace Robbie Coe.
The agenda was adopted by consensus with no objection
I. Approval of Minutes from October 10, 2002
It was Moved Seconded and Passed (Unanimously) to adopt the minutes of October 10, 2002 as presented.
As a follow-up to the Music Department's proposal presented at the October 10 meeting, Katie Pierce reported that the Music Lesson fee proposal didn't come forward for this meeting. Dr. Langley decided it would be better to begin the fee in a new academic year rather than mid-year. During the coming months he'll explore all sources of funding and refine the proposal for consideration in Spring '03 if the Music Department still believes it to be necessary.
II. Proposal for Course Fee Increase - Art Department
Mark Perlman and Susan Foley, representing the Art Department, arrived to present the proposal and respond to questions. Dr. Perlman explained that other colleges have increased their compensation to models for life drawing classes. As others have increased their rates, the availability, variety and quality of models in SSU's pool of models has decreased. Sometimes models cancel on short notice because they've been offered better paying engagements. Although professors have back-up plans in that event, it is disappointing for students, and becomes a real problem when it happens repeatedly. Foley, art student, said that working from live models is a very important part of fine arts training. She and fellow art students desire a greater variety of experienced models than is now available at SSU's compensation rates.
Jen Minnich noted that the signature of the Student Advisory Board's signature was missing from the form. Pierce explained that Arts & Humanities staff had not been able to contact Olivia Campbell.
It was MOVED, SECONDED and PASSED to recommend that fee increases be approved as requested.
Item IV Review of Extended Education Fees was moved up the agenda pending Dr. Robert McNamara's 5:45 time certain.
Pierce presented the School of Extended Education Fee Authorization and Approval memos for Spring and Summer 2002. She pointed out that the only changes were increases for new cohorts in the self-supporting programs. The Committee received the informational report.
III. Proposal for Course Fee Increase - Political Science Department
Professor McNamara representing the Model United Nations course informed the committee that four years ago the Model UN course began to participate in the nationwide Model United Nations in New York City. He said students agreed that the New York program is a superior program and far more interesting experience that the Western Regional program that had been the culminating experience for the class until fours ago. However, the cost of program registration is significantly higher, not to mention travel and lodging costs. He requested a $50 course fee increase (from $250 to $300), and also noted that students enrolled in the course do a significant amount of fundraising for the class trip.
Responding to questions from the committee McNamara explained that students receiving financial aid are eligible to receive sufficient aid to cover the fee increase. He believes the course would be popular even if fees were increased more than requested. The course is open to students outside the Political Science major. There was discussion about striking a balance between accessibility and charging a reasonable fee for participation. Student members of the committee cited other more expensive course-related travel experiences and saw the Model United Nations course as a very good deal even at a higher fee that McNamara suggested. The Committee believed a slightly higher increase would relieve the possibility of having to implement another increase very shortly.
It was Moved Seconded and Passed (Unanimously) to recommend an increase of $100.
Before closing the committee turned attention briefly to the issue of the IRA fee increase proposals submitted a couple of weeks ago. Although those proposals could not be reviewed and acted upon in time for referendum this semester, some members of the committee were aware that some programs remain interested in an IRA fee increase. The Committee discussed the important balance between seeking information to clarify proposals, being responsive to interests in the campus community and seeking or soliciting proposals (which the committee acknowledges is outside its preview). The committee agreed that it would hold action on the pending proposals since there has been talk among the permanently funded programs that they might collaborate on a single proposal.
Chair Goldstein adjourned the meeting at 7:00p.m.
