Pizza and beverages were served. Chair Bernie Goldstein brought the meeting to order at 5:40 p.m.

 

I. APPROVAL OF THE AGENDA

It was Moved and Seconded and Passed (unanimously), to adopt the Agenda.

 

II. APPROVAL OF MINUTES

\Prior to the meeting, via e-mail, Crystal Shrouf offered corrections to the precirculated draft of the minutes. It was Moved Seconded and Passed (unanimously) to approve the minutes as corrected.

 

III. PROPOSAL FOR COURSE FEE INCREASE, Political Science 345

Andy Merrifield distributed an e-mail message from Robert McNamara, professor in charge of Model United Nations course section 345 and related activities. Merrifield reminded the committee that last year the FAC had endorsed a $150 course fee so that travel to the International Model United Nations (MUN) gathering in New York City could become a part of the course. The course fee is supplemented by an allocation from IRA as well as fundraising conducted by the students themselves. Merrifield said that students who participate in the International MUN find it to be a very worthwhile experience, a highlight of their Political Science coursework. However, the $150 fee is too low to ensure that there will be sufficient funding for the trip. Merrifield requested the FAC's endorsement of an increase to $250. Eric Carlson spoke in favor of the increase. After further discussion it was Moved Seconded and Passed (unanimously) to recommend President Armiñana's approval of the $100 fee increase.

 

IV. STUDENT UNION FEE RFERENDUM UPDATE

Paul Regner, Chair of Subcommittee Two reported that the Subcommittee has completed its work. The voter information pamphlet was produced and mailed to every student and informational ads in the STAR are scheduled. Carlson acknowledged Regner's fine work in leading the Subcommittee.

 

Carlson reported that a group has formed opposing the proposed fee increase and flyers stating opposition arguments have been circulating. Also, at a specially convened meeting, the SSU Chapter of the California Faculty Association passed a resolution opposing the proposed fee increase.

 

IV. DISCUSSION OF STUDENT BODY CARD FEE AND SUMMER ORIENTATION FEE

Preparatory to the meeting Carlson contacted Chair Goldstein and requested that information be provided regarding Student Body Card and Summer Orientation fees.

Katie Pierce distributed materials relating to the Student Body Card Fee. The fee is included within the "Consolidated Student Services" Fee, currently $10/semester. The consolidated fee was approved in June 1995 by the Chancellor's Office, following endorsement of the SSU Associated Students Board of Directors. It remained in effect under EO 661 and continues unchanged since it was established in 1995.

Larry Furukawa-Schlereth explained that the Summer Orientation Fee does not fall within the purview of the FAC since it is not really a "student fee". Prospective students and their parents pay a fee to participate in the orientation program and subsequently make the decision whether or not to enroll.

 

DISCUSSION FOR THE GOOD OF THE ORDER

Before moving to adjournment, the Chair recognized Carlson, who asked that a future FAC agenda include exploration of a penalty fee for displaying a counterfeit parking decal. Furukawa-Schlereth recommended that Carlson speak with Nate Johnson, Chief of Police Services and Gloria Ogg, Senior Director of Customer Services, since it would be appropriate for the Parking Program to develop a proposal for the imposition of such a penalty fee.

In further discussion, Furukawa-Schlereth reported that parking fee increases for SSU employees is still pending the outcome of collective bargaining sessions.

By consensus the November 16 meeting was canceled. Cynthia Jowers will poll members to check their availability for an 11/30 meeting.

 

VII. ADJOURNMENT

There being no further business, Goldstein adjourned the meeting at 6:15 p.m.
