FACULTY ACTIVITY BY DEPARTMENT (FAD) - This is a report that shows the assigned workload of each faculty member.

FACULTY ACTIVITY REPORT (FAR) - This is a report of academic assignments and academic related work completed. Each faculty member is required to submit a FAR by a date set by the Office of the Provost. FARs are used in consideration for faculty salary increases.

FACULTY AFFAIRS - Functions that include serving and advising the faculty and administration in all matters relating to academic personnel. These matters include, recruitment, appointment, reappointment, tenure, promotion, leaves,disciplinary action, grievances, professional development, reprimands and the maintenance of Official Faculty Personnel Files. The university Faculty Affairs Office is designated to handle all matters related to faculty personnel including the Unit 3 (Faculty) Collective Bargaining Agreement and the development and revision of personnel policies related to the faculty. Employment records are accessible to the individual faculty member.

FACULTY EARLY RETIREMENT PROGRAM (FERP) - A program that allows a faculty member to retire, receive a retirement check, and still work one semester each academic year at full pay for the time worked. FERP faculty are considered tenured faculty but may not participate in personnel recommendations. FERP provisions are governed by the CBA.

FACULTY, LIST OF - A list of faculty for the previous academic year which is published in the back of the Catalog.

FACULTY MERIT INCREASE (FMI) PROGRAM - A program governed by provision of the CBA that provides merit pay increases for demonstrated performance. The increases are determined after a review of the annual Faculty Activity Report.

FACULTY ORIENTATION, NEW - A series of meetings sponsored by the Center for Teaching and Professional Development and the Faculty Affairs Office. These meetings provide information on a wide variety of topics for new faculty, such as, teaching methodology, curricular and instructional development, and the reappointment, tenure and promotion process.

FACULTY SENATE - See Academic Senate

FAMILY AND MEDICAL LEAVE ACT (FMLA) - The law that provides eligible employees with the right to a leave and contains provisions on employer coverage, employee eligibility for benefits, entitlement to leave, maintenance of health benefits during the leave, job restoration after the leave, and notice and certification requirements of the need for FMLA leave. The FMLA entitles eligible employees to take up to 12 weeks of unpaid, job-protected leave in a 12 month period for specified family and medical reasons. The leave is for reason of the birth of a child of the employee, the placement of a child with an employee in connection with the adoption or foster care of the child by a faculty member, to care for a child, parent or spouse of the faculty who has a serious health condition, or for the faculty member's own serious health condition.

FEE WAIVER - A CSU benefit program that provides that all eligible faculty may apply for a fee waiver for up to six units per semester of coursework within the CSU for purposes of professional enhancement. For part-time lecturers, six years of full-time equivalent service is a total of one hundred eighty (180) units of instruction. The eligible faculty member may also transfer this fee waiver to an eligible dependent child or spouse. Approval is required in writing well in advance of the start of the semester.

FIRE DRILL - An exercise conducted by the emergency services personnel as required by The California Code of Regulations, Title 19. The universities must hold (at minimum) regular drills at times required by the Code and CSU policy.

FISCAL YEAR - The calendar set by the State of California and the CSU for the operation of a fiscal business cycle. The fiscal year begins on July 1 and ends on the following June 30.

FLAGS AT HALF STAFF - The act of lowering the flag for the following types of conditions or reasons:

1. The flag may be lowered to a half-staff on the last day of classes in the spring semester for the purpose of honoring and memorializing the deaths of faculty, staff, students and alumni.
2. The flag may be lowered to half-staff at the request of and for the times specified by the President of the United States, the Governor or the Legislature of the State of California, or the Chancellor of The California State University.

FLEX CASH - An optional benefit plan that allows faculty to waive CSU medical and/or dental insurance plans in exchange for cash if there is proof of other non-CSU coverage. The Flex Cash payment is treated as taxable income and is subject to payroll taxes.

FORGIVABLE LOAN PROGRAM - A program that provides financial assistance, including loans and loan forgiveness, to doctoral students and is designed to increase the diversity of persons qualified to fill instructional faculty positions in the California State University. Calls for nominations for the CSU Forgivable Loan Program are made annually.

FOSTER CARE, LEAVE FOR - See Maternity/Paternity Leave

FREEDOM OF INFORMATION ACT - A federal act, the Freedom of Information Act only applies to access to federal agency records. In order to gain access to state agency records, including those of the California State University, consult the California Public Records Act.
