SALARY INFORMATION, PUBLIC RECORD - Salaries of state employees, including faculty members, are a matter of public record.

SENATE - See Academic Senate

SENIORITY POINTS - A calculation, based on time base and length of employment that an employee receives at the end of each month of active employment. The maximum seniority points earned in any fiscal year is 12. Administrators, with a tenured appointment continue to earn seniority points as if they were still active in the department.

SERVICE CREDIT TOWARD TENURE - Refers to the length of time a probationary faculty member has provided university service toward obtaining tenure.

SERVICE SALARY INCREASE - The upward movement on the salary schedule within a salary range. This may also be referred to as a "step increase." When funded, these increases are granted when the faculty member submits a Faculty Activity Report which is approved by the dean.

SEXUAL HARASSMENT - A violation of law, CSU Executive Order 345, and the professionalism and standard of excellence of this university, including such behavior as sexual advances, requests for sexual favors, and other verbal or physical conduct of a sexual nature when: submission to or rejection of such conduct is used as a basis for employment/academic decisions affecting such individual; or such conduct has the purpose or effect of unreasonably interfering with an individual's performance or creating an intimidating, hostile or offensive working/learning environment in which merit achievement is the basis for employment/academic decisions.

SICK LEAVE - A benefit to faculty of paid leave based on the accrual of one day of paid sick leave per pay period as though they worked a forty hour a week schedule. (Prorated for employees who are not full time.) There is no limit to the amount of sick leave that may be accrued. At retirement, any unused sick leave credit will be converted to additional service credit. This adjustment is calculated after retirement and is paid retroactively to the effective date of retirement.

SOCIAL SECURITY (OASDI) - A benefit program that all university employees contribute to each month. Anticipated income from Social Security and PERS should be coordinated at the time of retirement.

STATE ADMINISTRATIVE MANUAL (SAM) - A reference source for statewide policies, regulations, and information developed and issued by authoring agencies such as the Department of Finance.

STATE PERSONNEL BOARD (SPB) - A Board that reviews and hears disputes between employees and a campus or other state agency. As the result of a notice of disciplinary action, an individual may elect to challenge the discipline either through arbitration with the representation of the CFA or may elect to have a hearing before the State Personnel Board.

STATE TEACHER'S RETIREMENT SYSTEM (STRS) - A retirement system designed for teachers K-12. A number of faculty are vested in STRS due to their work with the public schools prior to their employment with the university. Retirement benefits can be coordinated when retiring from both STRS and CalPERS.

STATE VEHICLES - Use of a university-owned vehicle, typically a car, van, truck or bus, in conducting official business of the university. To use these vehicles, individuals must have completed a Defense Driver Training session, have a valid California driver's license and be insured.

STEP INCREASE - See Service Salary Increase.

STEPS (SALARY) - Fixed steps within pay ranges. Most faculty members are now paid a salary that is "off step", these steps exist for reference purposes only.

STUDENT CODE OF CONDUCT - The state of California regulations describing the conduct expected of students and conduct which violates the student code. CSU Executive Order provides administrative procedures for hearings, appeal rights and sanctions against students who are found to have violated the code. The Office of the Vice President for Student Affairs investigates incidents of student misconduct on campus and in university related activities off-campus, and invokes disciplinary sanctions for any of the offenses described in Section 41301 of Title 5 of the California Code of Regulations.

STUDENT CONDUCT - The manner in which a student of the CSU is expected to behave. The term "Student Conduct" may refer to a student in good standing or a student who violates the Student Code of Conduct.

STUDENT EVALUATIONS OF INSTRUCTION - A feedback system by students of faculty to insure quality instruction. The student evaluation process incorporates both quantitative and qualitative responses from students.

STUDENT PRIVACY RIGHTS and STUDENT RECORDS - The right of a student to have their official records maintained in privacy, to inspect their official records and to challenge any information they feel is inaccurate. These rights are provided through the Family Educational Rights and Privacy Act of 1974, the Buckley Amendment and Senate Joint Resolution 40 (December 19, 1974). "Educational records" are described as those records, files, documents, and other materials directly related to a student that are maintained by the University. This right to review extends only to those records that pertain to that student as an individual. This right of review extends to all students currently enrolled and those who have attended the University in the past. See also: Grade Appeals, Grade Books, Grade Postings and Grade Reports.

SUBPOENAED WITNESS - See Witness

SUBSTITUTE FACULTY - An teacher who temporarily replaces a faculty member who is absent, normally due to illness, accident, or other emergency situation. The department chair makes arrangements for employment of substitute faculty through the school dean and the Faculty Affairs Office.

SUMMER BRIDGE - A program offered to disadvantaged students. The program is designed to acculturate the students to university life, including academic instruction, library and other learning skills, and a number of cultural/recreational activities. Many of these students come from rural areas and are first generation college students.

SUMMER SESSION - A program through the School of Extended Education, offering students an opportunity to select from a wide variety of courses.

SUMMONS - See Liability of University Employees

SUSPENSION (FACULTY) WITH PAY - The suspension a faculty member with pay for reasons related to the safety of persons or property, the disruption of programs and/or operations, or investigation that may lead to formal notice of disciplinary action.

SUSPENSION (FACULTY) WITHOUT PAY - The placement of a faculty member on leave without pay for a specified period to time, normally referred to as a suspension without pay, as the result of a disciplinary action pursuant to Article 19 of the CBA.
