HIGHER EDUCATION POLICY

Shared Governance Study

The Center for Higher Education Policy Analysis at USC (http://www.usc.edu/dept/chepa) has published Challenges for Governance: A National Report, the results of a survey of 2,000 faculty and administrators in higher education.

The analysis has identified five strategies to enhance governance, including delineating responsibilities, articulating a shared meaning of governance, utilizing multiple decision-making venues, communicating, and creating the conditions for trust.

The Changing Relationship between Higher Education and the States

The theme of this year's (2005) national conference of the American Council on Education was "What is the Future of the Social Compact?"  The reference is to the compact between American society and its institutions of higher education, particularly its public institutions, and particularly of the latter with state governments.  The 2005 Robert H. Atwell Distinguished Lecture, delivered by Larry R. Faulkner, President of the University of Texas at Austin, addressed this large issue admirably, laying out a broad framework for understanding the issue and for moving forward.  His lecture was titled The Changing Relationship between Higher Education and the States.

Higher Education in the 21st Century

A thought-provoking presentation of the future of higher education from Judith Ramaley, former president of Portland State University and recently working with NSF. It ties emerging trends in the global economy, science, and technology with institutional responses such as curriculum reform, assessment, and intentionality.
