Section 508 - (k)
A text-only page, with equivalent information or functionality, shall be provided to make a web site comply with the provisions of this part, when compliance cannot be accomplished in any other way. The content of the text-only page shall be updated whenever the primary page changes.
Explanation – Text Only
A text-only version is created only when there is no other way to make the content accessible, or when it offers significant advantages over the primary page for certain disability types.
Text-only version must be as up-to-date as the primary page.
Text-only version must provide equivalent functionality.
An alternate is provided for plugins & scripts that aren't directly accessible.
Text-only version is not an excuse to avoid making the primary page accessible.
