Carole Migden, M.A. Psychology, 1978

Ms. Carole Migden represents the 13th District in the California State Assembly, which includes a portion of the City and County of San Francisco. First graduating from Adelphi University in New York, she obtained her Master's Degree from Sonoma State University in 1978 in clinical psychology.

First elected to San Francisco's Board of Supervisors in November 1990, she served for five years before moving on to the Assembly. While on the Board, she served on the San Francisco Transportation Authority and the Golden Gate Bridge Authority. She was chair for eight years of the San Francisco Democratic Party, and was a delegate to three Democratic National Conventions.

During her first full term in the Assembly, Migden initiated a broad array of legislation. includedwere efforts to strengthen breast cancer treatments, allow persons with HIV/AIDS and other disabilities to return to work without losing their Medi-Cal coverage, and to extend health care benefits to domestic partners of private sector employees. She was instrumental in moving the new Giants stadium plan forward and garnering $2 billion for the Bay Bridge retrofit, as well as working to get money for a bike lane across the span. Her efforts have not gone unnoticed - in 1998, California Journal selected Migden as "Rookie of the Year." Among others of her measures signed into law are: a plan to provide $230 million in funds to help counties build and remodel juvenile detention facilities; allowing restaurants to use raw egg in the preparation of Caesar salads; and $210 million to close the deal to acquire 7, 500 acres from Pacific Lumber as part of a Headwaters preservation plan. This year her achievements are historic. Most notably among them provide for the creation of a confidential registry to track cases of HIV and the extending of domestic partner benefits to state workers.

Assemblywoman Migden also chaired the Special Committee on Welfare Reform Task Force on the Safety Net and is a member of the Joint Legislative Budget Committee and the Natural Resources Committee. Currently, she is Chair of the Assembly Committee on Appropriations where she reviewed 1,289 bills dealing with $12 billion in state revenue last year.
