ACTIVE SHOOTER EXERCISE

SUBJECT: Emergency Preparedness Exercise on an Active Shooter
On February 20 th , 2008, CSU Chancellor Reed directed all 23 CSU campuses to implement an emergency preparedness exercise within 3 months that involves the university community and focuses on response to an active shooter. Police Services, via the Division's strategic plan, had already planned an emergency preparedness exercise for this fiscal year. In light of Chancellor Reed's new directive the exercise will be re-focused to an active shooter scenario. This exercise will be very similar to past training drills and exercises that also have included the university community.
Sonoma State University has been very active in meeting System-wide, State and Federal mandates and guidelines associated with emergency protocols, including an established Emergency Operations Center to deal with all types of human made and natural disasters. This Emergency Operations Center houses an array of technical equipment that insures communications with local, regional, system wide, state and federal agencies. More importantly this Emergency Operations Center (EOC) accommodates an emergency management staff of campus constituents whom are trained to deal with an emergency. This Emergency Operations Center staff meets all National Incident Management System and Standardized Emergency Management System requirements, standards and protocols.
The April 30, 2008 campus emergency exercise will be implemented as training for these emergency workers to test their collaborative skills. SSU Police Officers regularly participate in law enforcement active shooter scenarios and exercises that meet state mandates. Real firearms or weapons will not be used during this training.
During the actual exercise, residents of the chosen site will be informed of the exercise. Some may be asked to give a location or description of a subject to test how officers will respond. Most importantly, occupants will be asked to reflect how they would respond to such an emergency and how would they communicate to others? We anticipate no more than 1 hour for this phase.
Shortly thereafter, the EOC team will be notified, meet in the EOC, and this training will occur in the EOC and begin a functional exercise on the community response to this incident. This phase will take approximately 2 hours.
The job of the Emergency Operations Center team is to deal with all related situations due to the active shooter event. These emergency workers will work through a process of planning, operations, logistics and finance. Issues such as: declaring campus closed, declaring an emergency, where to place, feed and house our residential community and how to resume classes, etc will be addressed through the EOC.
The evacuation drill, originally scheduled on this day will be postponed as to not confuse training and response issues.
The community will have an opportunity to share their observations during our de-briefing session at the EOC on Thursday, May 1 at 2:45 pm should you wish to do so. See the community notice below sent via email on 4/17/08.
