*Must be an upper division undergraduate or graduate student in Public Administration, (governmental) Accounting, Finance, Political Science, Economics or Business Administration (with a specific emphasis on government or nonprofit management).
*Must belong to one of the following ethnic groups (as defined by the U.S. Census Bureau): Black, Indian, Eskimo or Aleut, Asian or Pacific Islander, Hispanic.
*Must be a citizen or permanent resident of the U.S. or Canada.
