Given a line and a point not on the line, to construct a line through the given point parallel to the given line.

Given a line and a point, A, not on the line,

plot two points on the given line

Scribe an arc centered at A whose radius is the distance from B to C, and scribe an arc centered at B whose raduis is the distance from A to C.

Since the opposite sides in ACBD are constructed to be congruent, ACBD is a parallelogram, and AD || BC.
