It is the policy of Sonoma State University to provide for regular advice and consultation on decisions regarding budgetary matters. This policy statement describes the approved framework for consultation on budgetary matters. 

  1. Officers of the University are delegated responsibility to act on academic budgetary matters.
    The President allocates the University's fiscal resources among the major sectors of the University.
    The Vice President for Academic Affairs allocates fiscal resources among the Deans of the Schools and the Directors of academic support programs.
    The Deans of Schools and Directors of academic support programs allocate fiscal resources among the academic departments and within academic support programs.
    The Chairs of Departments allocate fiscal resources within department programs.
  2. Designated officers seek and receive comprehensive advice on fiscal matters from their respective Budget Advisory Committees.
    1. 2.1 The President's Budget Advisory Committee
      Members: The President, Chair; the Director of Fiscal Services, Executive Secretary (non-voting); the Vice President for Academic Affairs; the Chair of the Academic Senate; one faculty member selected by the Executive Committee of the Academic Senate; the Vice President for Administration and Finance; the Dean of Administrative Services; the Dean of Student Affairs; and two students selected by the Associated Students Board of Directors.
      Charge:
      1. Advise the President on budget matters of University-wide import.
      2. Review the annual CSU budgets for the University, and recommend
        distribution of positions and funds among the major sectors of the University.
      3. Review expenditures of the past fiscal year's budget.
    2. 2.2 The Vice President for Academic Affairs' Budget Advisory Committee
      1. Members: The Vice President for Academic Affairs, Chair; the Dean of Administrative Services, Executive Secretary (non-voting); the Chair-Elect of the Academic Senate; the Deans of Schools; the Director of the Library; five instructional faculty, one selected by each of the five Schools (faculty serve three-year terms, staggered by lot); and one student selected by the Associated Students Board of Directors.
        Charge:
      2. Advise the Vice President for Academic Affairs on budget matters pertaining to the educational programs and their support services.
      3. Review instruction and academic support budgets (positions and funds) and recommend their allocation among the Schools and academic support programs.
      4. Review lottery funds and recommend their allocation.
      5. Develop long-range fiscal plans pertaining to instruction and academic support programs.
      6. Review expenditures of the past fiscal year's budget.
    3. 2.3 The Deans of Schools. the Dean of Student Affairs. and the Director of the Library Budget Advisory Committees
      Members
      : The Dean or Director, Chair; the Administrative Operations Analyst, Executive Secretary (non-voting); the Chairs of Academic Departments; and Coordinators of Programs designated by the Dean or Director.
      Charge:
      1. Advise on budget matters pertaining to the School/Student Affairs/Library unit.
      2. Review the unit's budgets and positions and recommend their allocation.
      3. Review expenditure of the past fiscal year's budget.
    4. 2.4 The Chairs of Academic Departments Budget Advisory Committees
      Members: The Department Chair, Chair; the Department Secretary, Executive Secretary (non-voting); the faculty selected according to policies and procedures determined by departmental faculty.
      Charge:
      1. Advise the Chair on budget matters pertaining to departmental programs.
      2. Review budget and position allocations for the purpose of recommending their distribution among the departmental programs.
      3. Review expenditures of the past fiscal year's budget.
  3. Faculty Participation in Budget Advisory Committees.
    1. 3.1 Faculty members on Budget Advisory Committees participate fully in all committee activities, deliberations, decisions, and votes; and receive all committee documents and information simultaneously with other members.
    2. 3.2 Faculty members on the President's and Vice President's Committees represent the interests of the University, not those of their Schools, Departments, or disciplines.
    3. 3.3 Faculty members report periodically on their Committee's activities to their respective School or Department and, upon request, to the Executive Committee of the Academic Senate.
    4. 3.4 The Chair-Elect of the Academic Senate coordinates faculty membership and participation; and reports on the activities of the President's and Vice President's Budget Advisory Committees.
    5. 3.5 The Chair-Elect also assures the orientation of faculty members serving on budget advisory committees at any level to CSU and SSU budgets and fiscal policies, procedures, and practices; and convenes faculty members from time to time for the purpose of exchanging information and advice.
  4. Hearings.
    1. 4.1 Each fall semester the Vice President for Academic Affairs invites all faculty to an open meeting of the Vice President's Budget Advisory Committee during which members will respond to questions and hear proposals regarding budget matters.
    2. 4.2 Annually the President invites all faculty to an open meeting of the President's Budget Advisory Committee during which members will respond to questions and hear proposals regarding budget matters.
  5. Reports of Budgetary Decisions.
    1. 5.1 Following receipt of formal recommendations of their respective Budget Advisory Committees, the President, the Vice President, the Deans of Schools, the Dean of Student Affairs, and the Director of the Library announce to their committees as soon as possible their decisions on these recommendations.
    2. 5.2 The Chair and Chair-Elect of the Academic Senate report the President's and the Vice President's decisions to the Executive Committee and the Senate. Each faculty member of the Vice President's Budget Advisory Committee reports decisions of the Vice President to his or her School. A designated faculty member of each budget committee at the School level, the Student Affairs unit, and the Library unit reports the decisions on the committee's recommendations to the appropriate constituency and to the Executive Committee of the Academic Senate.
